Short title This Act may be cited as the Bringing Oversight to Washington and Safety to Every Resident Act or the BOWSER Act . 2. Repeal of District of Columbia Home Rule Act Effective on the date that is 1 year after the date of enactment of this Act, the District of Columbia Home Rule Act ( Public Law 93–198 ; 87 Stat. 774) is repealed.
