R. 8445 IN THE HOUSE OF REPRESENTATIVES April 22, 2026 Mrs. Kim (for herself, Mr. Burchett , and Mr. Donalds ) introduced the following bill; which was referred to the Committee on Education and Workforce A BILL To prohibit Federal education funds from being made available to schools that consider race, sex, ethnicity, color, or national origin in violation of civil rights laws. 1. Short title This Act may be cited as the Stop DEI Act . 2. Prohibition on considering race, sex, ethnicity, color, or national origin in violation of civil rights laws (a) In general Notwithstanding any other provision of law, no funds may be made available under an applicable program to an institution of higher education that considers race, sex, ethnicity, color, or national origin in ways that violate the Nation’s civil rights laws. (b) Definitions In this Act: (1) Applicable program The term applicable program has the meaning given such term in section 400 of the General Education Provisions Act ( 20 U.S.C. 1221 ). (2) Institution of higher education The term institution of higher education has the meaning given such term in section 102 of the Higher Education Act of 1965 ( 20 U.S.C. 1002 ).
