Short title This Act may be cited as the Guaranteeing and Upholding Americans’ Right to Decide Responsible AI Laws and Standards Act or as the GUARDRAILS Act . 2. Repeal of executive order The Executive order entitled Ensuring a National Policy Framework for Artificial Intelligence , issued on December 11, 2025, shall have no force or effect, and no Federal funds may be used to implement, administer, enforce, or carry out that Executive order.
