R. 7614 IN THE HOUSE OF REPRESENTATIVES February 20, 2026 Mr. Griffith (for himself and Mr. Morelle ) introduced the following bill; which was referred to the Committee on Transportation and Infrastructure A BILL To direct the Architect of the Capitol to install an adult changing room in the Library of Congress and the Capitol Visitor Center. 1. Adult changing rooms in Capitol Visitor Center and Library of Congress (a) In general The Architect of the Capitol shall install, in not less than 1 restroom in the Library of Congress and the Capitol Visitor Center, an adult changing room. (b) Adult changing room defined In this section, the term adult changing room means a private, fully accessible restroom equipped with features such as an adult-sized changing bench, various safety rails attached to a secure surface, a mounted or movable hoist, and sufficient space for 1 or 2 caregivers.
