R. 6413 IN THE HOUSE OF REPRESENTATIVES December 3, 2025 Mr. Taylor introduced the following bill; which was referred to the Committee on Education and Workforce A BILL To amend the Workforce Innovation and Opportunity Act to remove a requirement that 75 percent of certain funds be used to provide youth workforce investment activities for out-of-school youth. 1. Short title This Act may be cited as the Workforce Flexibility Act . 2. Removal of out-of-school priority Section 129(a) of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3164 ) is amended— (1) by striking paragraph (4); and (2) by redesignating paragraph (5) as paragraph (4).
