HOV facilities (a) In general Section 166(b)(5)(A) of title 23, United States Code, is amended by striking September 30, 2025 and inserting December 31, 2026 . (b) Study Not later than 180 days after the date of enactment of this Act, the Secretary of Transportation shall submit to Congress a report that contains the results of a study on the effectiveness of electric vehicle exemptions in reducing traffic congestion.
