R. 3870 IN THE HOUSE OF REPRESENTATIVES June 10, 2025 Mr. Downing (for himself, Ms. Hageman , Mr. Zinke , Mr. Shreve , Mr. Rogers of Kentucky , Mrs. Fedorchak , Mr. Gill of Texas , Mr. Taylor , and Mr. Hurd of Colorado ) introduced the following bill; which was referred to the Committee on Energy and Commerce A BILL To repeal a rule of the Environmental Protection Agency relating to national emission standards for hazardous air pollutants: coal- and oil-fired electric utility steam generating units review of the residual risk and technology review. 1. Short title This Act may be cited as the Combating Overregulation And Limitation of Proven, Operable, Working Energy Resources Act or the COAL POWER Act . 2. Repeal of EPA rule The final rule issued by the Environmental Protection Agency titled National Emission Standards for Hazardous Air Pollutants: Coal- and Oil-Fired Electric Utility Steam Generating Units Review of the Residual Risk and Technology Review (89 Fed. Reg. 38508 (May 7, 2024)) shall have no force or effect and shall be treated as if such rule had never taken effect.
