R. 3822 IN THE HOUSE OF REPRESENTATIVES June 6, 2025 Mr. Perry introduced the following bill; which was referred to the Committee on Transportation and Infrastructure A BILL To amend title 23 and title 49, United States Code, to prohibit funds from certain programs to be used to fund streetcars, and for other purposes. 1. Short title This Act may be cited as the No Desire for Streetcars Act . 2. Prohibition on streetcar funding (a) Surface transportation block grant program Section 133 of title 23, United States Code, is amended by adding at the end the following: (l) Prohibition on streetcar funding Notwithstanding any other provision of this section, amounts apportioned to a State for each fiscal year to carry out this section may not be used for the procurement, operation, or maintenance of a streetcar. . (b) Congestion mitigation and air quality improvement program Section 149(c) of title 23, United States Code, is amended by adding at the end the following: (5) Streetcars No funds may be provided under this section for a project for streetcars. . (c) Urbanized area formula grants Section 5307 of title 49, United States Code, is amended by adding at the end the following: (i) Prohibition on streetcar funding Notwithstanding any other provision of this section, grant funds provided under this section may not be used for the procurement, operation, or maintenance of a streetcar. . (d) Fixed guideway capital investment grants Section 5309 of title 49, United States Code, is amended by adding at the end the following: (s) Prohibition on streetcar funding Notwithstanding any other provision of this section, grant funds provided under this section may not be used for the procurement, operation, or maintenance of a streetcar. .
