R. 3341 IN THE HOUSE OF REPRESENTATIVES May 13, 2025 Mr. Goldman of Texas (for himself and Mr. Rulli ) introduced the following bill; which was referred to the Committee on Energy and Commerce A BILL To amend the Energy Policy and Conservation Act to modify standards for general service lamps, and for other purposes. 1. Short title This Act may be cited as the Liberating Incandescent Technology Act of 2025 or the LIT Act of 2025 . 2. General services lamps (a) Covered products (1) In general Section 322(a) of the Energy Policy and Conservation Act ( 42 U.S.C. 6292(a) ) is amended— (A) by striking paragraph (14); and (B) by redesignating paragraphs (15) through (20) as paragraphs (14) through (19), respectively. (2) Conforming amendments (A) Section 321(6)(B) of the Energy Policy and Conservation Act ( 42 U.S.C. 6291(6)(B) ) is amended by striking (15), (16), (17), and (20) and inserting (14), (15), (16), and (19) . (B) Section 324 of the Energy Policy and Conservation Act ( 42 U.S.C. 6294 ) is amended— (i) in subsection (a)(2)(C)(i), by striking 322(a)(19) and inserting 322(a)(18) ; (ii) in subsection (b)(1)(B), by striking (13), and paragraphs (15) through (20) and inserting (19) ; and (iii) in subsection (c)— (I) in paragraph (7)— (aa) by striking product and inserting products ; and (bb) by striking (17), and (18) and inserting and (17) ; and (II) in paragraph (8), in the matter preceding subparagraph (A), by striking (15) or (17) and inserting (14) or (16) . (C) Section 325(n)(1) of the Energy Policy and Conservation Act ( 42 U.S.C. 6295(n)(1) ) is amended by striking (11), and in paragraphs (13) and (14) and inserting (11) and (13) . (b) Standards (1) In general Section 325 of the Energy Policy and Conservation Act ( 42 U.S.C. 6295 ) is amended— (A) by striking subsection (i) and inserting the following: (i) Reserved ; and (B) in subsection (l), by striking paragraph (4). (2) Conforming amendments (A) Section 323(b) of the Energy Policy and Conservation Act ( 42 U.S.C. 6293(b) ) is amended— (i) by striking paragraph (6); and (ii) by redesignating paragraphs (7) through (18) as paragraphs (6) through (17), respectively. (B) Section 324(a)(2)(D) of the Energy Policy and Conservation Act ( 42 U.S.C. 6294(a)(2)(D) ) is amended— (i) in clause (i), in the second sentence, by striking Except as provided in clause (ii), such rules and inserting Such rules ; (ii) by striking clause (ii); (iii) by redesignating clause (iii) as clause (ii); and (iv) in subclause (II) of clause (ii) (as so redesignated)— (I) in item (aa), by striking ; and and inserting a period; (II) by striking item (bb); and (III) in the matter preceding item (aa), by striking shall— and all that follows through complete in item (aa) and inserting shall complete . (C) Section 327 of the Energy Policy and Conservation Act ( 42 U.S.C. 6297 ) is amended— (i) in subsection (b)— (I) in paragraph (1)(B), by striking 2007 in the matter preceding clause (i) and all that follows through the period at the end of clause (ii) and inserting 2007; ; and (II) in paragraph (4), by striking or is a regulation (or portion thereof) regulating fluorescent or incandescent lamps other than those to which section 325(i) is applicable, ; and (ii) in subsection (c)(1), by striking , except that and all that follows through such lamps . (D) Section 334 of the Energy Policy and Conservation Act ( 42 U.S.C. 6304 ) is amended in the second sentence by striking a general service incandescent lamp that does not comply with the applicable standard established under section 325(i) or . (c) Termination of rules The following rules shall have no force or effect: (1) The rule of the Department of Energy entitled Energy Conservation Program: Energy Conservation Standards for General Services Lamps (87 Fed. Reg. 27439 (May 9, 2022)). (2) The rule of the Department of Energy entitled Energy Conservation Program: Definitions for General Service Lamps (87 Fed. Reg. 27461 (May 9, 2022)). (3) The rule of the Department of Energy entitled Energy Conservation Program: Energy Conservation Standards for General Services Lamps (89 Fed. Reg. 28856 (April 19, 2024)).
