R. 2924 IN THE HOUSE OF REPRESENTATIVES April 17, 2025 Mr. Barr introduced the following bill; which was referred to the Committee on the Judiciary A BILL To authorize the Secretary of State to discontinue granting visas to nationals of countries failing to meet their North Atlantic Treaty Organization obligations to spend at least 2 percent of its gross domestic product on national defense, and for other purposes. 1. Short title This Act may be cited as the NATO Burden Sharing Enforcement Act . 2. Discontinuing granting visas to nationals of country failing to meet NATO obligations Section 243(d) of the Immigration and Nationality Act ( 8 U.S.C. 1253(d) ) is amended— (1) in the heading, by inserting or failing to meet NATO obligations after Accepting Aliens ; (2) by striking Attorney General each place it appears and inserting Secretary of Homeland Security ; (3) by inserting after the alien under this section, the following: or that the government of a foreign country that is a member of the North Atlantic Treaty Organization does not spend at least 2 percent of its gross domestic product on national defense, ; and (4) by striking Secretary that and inserting Secretary of State that .
