R. 2856 IN THE HOUSE OF REPRESENTATIVES April 10, 2025 Mr. Kennedy of New York (for himself, Ms. Tlaib , Mr. Thanedar , Mrs. Dingell , Ms. Stevens , Mr. Davis of Illinois , Ms. Norton , Ms. Schakowsky , Ms. Brown , and Mr. Schneider ) introduced the following bill; which was referred to the Committee on Science, Space, and Technology , and in addition to the Committee on Natural Resources , for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned A BILL To limit the impoundment, transfer, or reprogramming of certain Federal funds made available to the National Oceanic and Atmospheric Administration, and for other purposes. 1. Short title This Act may be cited as the Great Lakes and National Weather Service Funding Protection Act . 2. Limitation on deferral or transfer of certain Federal funds made available to NOAA (a) Limitation Notwithstanding any other provision of law, including the Impoundment Control Act of 1974, discretionary appropriations (including amounts made available by the Full-Year Continuing Appropriations and Extensions Act, 2025 ( Public Law 119–4 )) made available for the National Weather Service and the Great Lakes Region may not be impounded, transferred, or reprogrammed unless specific statutory authority is enacted into law after the date of the enactment of this Act, with express reference to this Act, permitting such an impoundment, transfer, or reprogramming. (b) Certification of compliance Not later than 30 days after the date of the enactment of this Act, and annually thereafter, the Administrator of National Oceanic and Atmospheric Administration shall certify that the Administrator is in compliance with the requirements of this Act to the following committees: (1) The Committee on Appropriations of the House of Representatives. (2) The Committee on Natural Resources of the House of Representatives. (3) The Committee on Science, Space, and Technology of the House of Representatives. (4) The Committee on Appropriations of the Senate. (5) The Committee on Commerce, Science, and Transportation of the Senate.
