This bill amends the Workforce Innovation and Opportunity Act (WIOA) to formally define the term 'evidence-based' for activities, services, strategies, interventions, or materials used in workforce development programs. The definition establishes a tiered hierarchy of evidence, from strong (experimental studies) to moderate (quasi-experimental) to promising (correlational studies), and includes a category for programs with a demonstrated rationale and ongoing evaluation. It also requires state workforce development plans to describe the extent to which their activities are evidence-based and their strategies for prioritizing funding for such programs.
